Yes, I also noticed a loss of fps in this city, but it's light and playable (in my game). My biggest loss of fps is in the wooden areas (Riverwood, Falkreath Hold...) I'm sorry, I can't tell you how many fps less because I haven't "measured" (I'm not a native english speaker, I'm not sure if "measured" is the right word in this context).
I've constantly changed/patched/messed with my game to hit a combination of beauty and performance. At the moment, using things like NSM with Trees only SFO and Verdant, I'm managing 60 fps most places, 45 in forests... and 35 in Riften. Bloody Riften >
