This quick guide explains how and where to find certain unique NPCs such as Evelyna, the custom-voiced follower.
Also check out the Quest Walkthrough Guide for detailed walkthrough for the new quests. Some of the information provided below will overlap with that guide as the new NPCs are tied into these quests.
It contains some spoilers for the new quests in Immersive World Encounters.

Please note that the game has 4 versions of Evelyna for technical reasons. If, after becoming your follower, she gets stuck somewhere and you want to summon her by using her ref ID, you'll need to know which Evelyna is your follower at the time.

How to Find Evelyna:
First, you need to complete the Bards College introduction quest "Tending the Flames" and become a full member of Bards College in Solitude.
Then, whenever you visit Windhelm, you'll have a chance of encountering a band of three self-made bards; Evelyna, Beeele, and Roxelle, playing songs in front of the New Gnisis Cornerclub.
Speak with Evelyna, ask her a couple of questions if you'd like.
Next, venture out to the Reach Hold and explore. You now have a chance to encounter Nestynia, a bard-huntswoman sent from Bards College to rescue a bard kidnapped by the Forsworns. Agree to help her rescue this bard, and the side quest "We're Out of the Woods" will be added to your journal.
Travel with Nestynia to the Forsworn camp and find the Bards College Courier. Follow the Quest Walkthrough Guide and finish the quest, be sure to tell her you wish to deliver this letter to Evelyna in Windhelm personally.
Bid Nestynia a farewell, and the new side quest "Beli Sut Salskap, En Sut Lo" will start in which you're prompted to travel to Windhelm and find Evelyna. Follow the Quest Walkthrough Guide and finish the quest, wait for 3 days and speak with Evelyna again, who is now a student of Bards College. Chat with her and decide which 1 of her 3 possible class choices is the right for your play style. She will run to a class chamber in Bards College, and shortly after Evelyna with the specified class abilities will appear in her spot, ready to travel with you. - Non-Followers

How to Find Nestynia:
Nestynia is a bard-huntswoman from Bards College. She can be encountered in wilderness of the Reach, after meeting a few requirements.
First, you need to complete the Bards College introduction quest "Tending the Flames" and become a full member of Bards College in Solitude.
