Starting the quest:

1: Talk to Havleif Vinterfell in Haelga's Bunkhouse he will then tell you to leave him alone and go bother Svana.
2: Talk to Svana about Havleif.
3: Talk to Havleif he will offer to sell you his land after talking him down from 65k to 15k.

Alternate between:
Buying blueprints (must get all Blueprints).
Building stuff (must build everything).
Upgrading guard equipment/size/training (must get all upgrades).
If you still have quest for passing laws alternate between passing laws aswell.
There is also some mini quest lines that you will get and need to be completed before you can upgrade.
The Drunkard Brawl:
You talk to him and he fights you then when you beat him he gives you a note (information on yuri) read that and the quest will continue.
For any bugs first try reloading your save.

hes not at the winking skeever where he was every other time it says to go to him.

I have the same problem. I build my town up to the point I have a wall and an inn but now there aren’t any more blueprints. Any recommendations on how to move forward?

Ignore what I said, I apologize, the location was conflicting with another mod I had that added another estate to the same location, I uninstalled that mod so now its working properly, thanking you
