I always liked the look of the Staff of Magnus Effect, so I thought i'd do a little Mod that adds a Spell based on that Effect.
The Spell Is Destruction based of course but rather than absorbing Magica and Health like the Staff of Magnus, it actually damages Magicka and Health alike much like the normal Lightning magic just on a way higher level. This is because I don't think a self sustaining spell is fair. It is an Expert Destruction Spell that has a base cost of 47 and damages Magicka and Health 100/s. So I'd call it slightly overpowered for Mid-Level Characters.
I did not add the Spellbook to the Game so you'll have to look it up in the developer console. Help Magnus 4 You can either add the Spell "Power of Magnus", or add the "Spell Tome: Power of Magnus".
