Adds concentration spells to transmute soulgems, purchased from spell tome vendors as you progress.

Based on my rework of http://www.nexusmods.com/skyrim/mods/27495/?, I have made...soulgem transmutation!
Cool, right? Lots of those mods. But how many of them do it like this?
-Magicka is only used when you actually transmute something! Costs less and works faster the higher your conjuration skill!
-uses a quest to distribute tomes to leveled lists for conjuration vendors. lists are striated based on criteria: adept, expert, master, ritual! Yes, you have to do the ritual quest to transmute black soulgems. Worth it!
-transmute massive amounts of gems in multiples of 10, up to 10k per tick.
-concentrated transmutation dual casting is designed to be an efficient, balanced, method; put x of item in, get x of other item out. Single casting is half as efficient.
-you can transmute soulgem shards!
-visual effects. Because pretty and shiny.
