1.7 is similar to 1.9.4 in terms of balance though there are a couple notable differences: - No Mass Effect. I consider this a plus but a lot of people like the Mass Effect, so it's really subjective. - Humanoid enemies have significantly more health than in 1.8 and later, making them somewhat harder.
Another thing is, 1.7 is easier to patch for the most part, despite the lack of Reqtificator. I say "for the most part" because the Reqtificator does take care of weapon and armor mods while with 1.7 you'll have to assign the right keywords (if applicable) yourself.
I thinking about trying a make a patch for requiem 1.7. Can you provide me some guidance on where to find info on the keywords and how to add them. Can I do it with tes5edit?
For patching Tes5Edit (or SSEEdit) is what I find the most convenient. Finding keywords is a matter of looking at records modified by Requiem.esp to see how it does things.

I don't use Legendary Edition anymore but I'm pretty sure Azirok's DB work as-is with Requiem 1.7 for LE.
As for your compatibility question, it's a bit too vague for me to understand. Requiem in general is a large overhaul, and older versions in general require a lot of manual patching for make them work well with other mods.
