You can use Fast Travel everywhere from locking locations (Houses, Сaves and others) from base game and DLCs. You need : Base Game (Skyrim Legendary Edition) DLC (HeartFirе; Dawnguard; Dragonborn)
Just put file FreeFastTravel.esp into Data and active in launcher or mod organizer
For delete : just off in launcher or mod organizer and delete file FreeFastTravel.esp.
