The changes are :
1: x10 to vampire health regeneration
2: x7 for stamina regeneration
3: x2 for magica regeneration
4: unarmed damage is 35 damage per hit for vampires , Because they have claws you know !!
That's pretty much it , I made this for my self because I felt like vampires lacked the proper physical powers to stand up to their reputation as hunters of the night , and I couldn't find a mod to change those stats like I want.
Finally I highly recommend using these mods along with my mod , for maximum fun and immersion...

It doesn't require Dawnguard , and it can be used with it , so no problems there.
