Many times the answer is right there in the comments. However to make this easier, I am posting the most common questions and solutions/answers below.
I promise you the basic installation is as easy as those three steps above. :)
Q: There is no data file.
A: Face presets are .jslot files. The .jslot file must go into the presets file housed within the SKSE folder. The exact path will vary depending on where you have your Skyrim installed, but it is inside the Data folder.
The basic is: [...] Data/SKSE/Plugins/Chargen/Presets.
Q: I put the .jslot into the data folder, but the face isn't showing up.
A: First! The face preset must go into a particular file within the data folder, which is within in the SKSE folder. You need to have Racemenu and SKSE installed. You also cannot make the required file path and not have installed those mods. This is because without both mods installed Skyrim cannot read the file.
Second! Copy *all* of the folders into the Data file folder and keep them in their respective positions. Do not put the .jslot file directly into the data folder by itself. It won't work if the .jslot is simply hanging out in the Data folder. SKSE cannot pick it up or read it anywhere but in that one special preset folder.
Addendum: To me, copying and pasting the whole file path is much easier than clicking through all the required folders to put the .jslot in the right place. Not everyone agrees because mistakes can be made and it's good to check an author. That's okay and wise to do! Just remember the .jslot should go into the preset folder within the SKSE folder. :)
Q: I followed these instructions, but am still having an issue.

BE AS DETAILED AS POSSIBLE. IT HELPS SO MUCH! Pictures help if you can get them, but this is not always possible.
