This mod allows you to pick perks freely (without level requirements or other perk requirements), except if a perk absolutely requires another perk to be activated first.

PICK YOUR PERKS

This mod is based on Perks Unbound - Legendary Edition by Iriodus (https://www.nexusmods.com/skyrim/mods/19538). It requires Skyrim.esm, Update.esm, Dragonborn.esm, HearthFires.esm, Dawnguard.esm and Unofficial Skyrim Legendary Edition Patch.esp.
So Skyrim with all DLC as well as the Unofficial Skyrim Legendary Edition Patch.

I liked the idea behind Iriodus' mod, but felt it should be expanded upon. A large problem I have with Skyrim's perk progression system is that it forces you to get up to a specific level in a skill before it allows you to get a specific perk, while most of the time it would be much more fun to be able to pick and evolve your perk set freely as there's no real sense of logical progression in a lot of the trees. In most cases, it does not follow logically that a perk is locked away until a completely unrelated perk is unlocked first, or until an arbitrary level in the skill is acquired. It takes long enough already to gather the next perk point, so at least let me feel like I'm building up towards my own specific perk set rather than being forced to pick perks I don't care about at this point in time...
The ONE perk tree in which there is a good sense of progression, where it makes sense to keep the level requirements, in my opinion, is the Smithing perks set (except the Arcane Blacksmith perk, which I also made freely selectable). There, you're clearly meant to progress from one material set to a better one and so on.

Long story short... This mod makes most perks outside of the Smithing ones unlockable independently of other perks and independently of skill level (with the Arcane Blacksmith perk also included).
In those cases where it does make logical or game-mechanical sense for a perk to only become available based on another, related perk being activated first (in the sense that the perk is virtually useless without having activated another perk), the perk requirement has remained.


UPDATE - ALTERNATIVE VERSION

By popular demand, there's now another version of this mod in which any perk from the smithing skill tree can also be unlocked at any level and without requiring any of the other perks.
