The changes are...
Cast time reduced to .5 seconds, 1 second for AOE spells, Lightning Storm is instant.
All spells can be dual-cast except for Guardian Circle.
Destruction spells have had their damage changed to have similar DPS, but better in their own ways.
Fire Storm normally has 3 explosions, the most damaging being the biggest. Now the most damaging is the smallest, so it's small: 75, medium: 50, large: 25. The DPS is 150 at close range, 75 at medium range, and 25 at long range. If this wasn't changed Fire Storm would be the best master destruction spell no contest.
Blizzard does 50 DPS, but ignores resistances and line of sight.
Lightning Storm does 100 DPS.
Spell costs have been slightly reduced except for Call to Arms, this is because spell costs were set to auto-calculate.
I wish I could've figured out how to make Guardian Circle scale correctly with dual-casting and restore stamina with the perk Respite, but idgaf.
