It is neat that Picard was in Oblivion (voice-wise) so it seems fitting. For your inquiry about invoking a specific song, not sure you can in console but you can pull this off really nicely with a script. Anyone can do it on demand this way, even the player. Does not require being a bard
Send the animation event to anyone of "IdleFluteStart" aka Debug.SendAnimationEvent(DesiredPerson,"IdleFluteStart") and also declare an Int for the song aka: Int CustomSongWeWant = [WhateverSoundMarkerFileWeWant].Play(Game.GetPlayer())
To end it: Sound.StopInstance(CustomSongWeWant) and if wanted you can Debug.SendAnimationEvent(DesiredPerson,"Reset"); IdleDefault or Jumpland or whatever so they put the flute away
I found this episode of TnG to be really heartbreaking. A race doomed to die in a very very unfortunate way, never knowing what lies out there. The musical piece composed for this episode was simple yet brilliant. It reflected to tone of the show flawlessly. Every time I hear it I want to cry. Good job :)
