You can learn the spell by reading the book on the main desk in the Arcanaeum at the College of Winterhold. If you want to just give yourself the spell, type "help disintegrate" in console and then add the book to your inventory with "player.additem (baseid)".
Technically, because of the way the game handles parents, some NPCs can't be disabled. So instead of removing the corpses, it sends them to an empty cell. But for all intents and purposes, it is the same thing.
