    Could you upload a version which makes enchantments and potions that affect health regen work/not pointless? 'Cause my thinking is that the enchantments are more passive healing magic, and the potions affect the body's accelerate natural healing capacity, not the wounds themselves. Perhaps there could even be a status/disease called Festering Wounds, which occurs if you don't heal your wounds soon enough. Because I imagine this would require scripting, I don't think I could add this functionality on my own. Perhaps you could also add bandages, disinfectant salves, and a suture kit. Bandages offer a slow, lingering healing, disinfectant salves would extend the period of time before infection (and would be more effective if used along side bandages and suture kits), and suture kits offer a more powerful bandage effect. Herbalists, healers, and certain mages could offer healing services, which would take time, but would cure you of diseases and fully restore your health.

    So now it makes sense to collect and keep food in my inventory. Much better than micromanaging stats with hunger/thirst mods. And nice to know USLEP edits are not lost. However, what about custom races? I'm using the YgNord race from ECE so I guess it won't work for me...

      You can use Skytweak to change in combat and out of combat regen values for player character. It hould be under "Attributes" tab in mcm.

      This mod won't work on custom races, you can either disable YgNord regen in ECE esp through TES5Edit or use SkyTweak

    Would this eliminate the regen effect of certain potions too? I remember downloading a mod similar to this and it did just that. Seems like health regen and regen potions were linked.

      Yes this mod should disable effect of regen potions and some stews, so you may also want to use alchemy and food mod

    In xEdit, it looks like you missed the HighElfRaceVampire - their health regen is still set to 0.7

    Would resting/waiting work to regenerate health? How does this mod effect Argonians (with their Histskin power increasing their health regen rate)?

      Sleeping will heal you, waiting won't. Histskin is not affected (maybe because it doesn't multiplies current healrate by 10 but adds 10 to it?)

    How are npcs going to use food or potions, without using another mod which makes them?

      Followers can use health and mana potions. They'll also use food if out of potions.

    Finally. It works and is TES5Edit tested. Alchemy makes sense now.
    I find Skyrim way too easy.
    Quest markers, travel by Map, cheap opponents, etc. the self-thinking is one completely removed. That's why I'm so happy about your mod. It goes well with mine. Thank you
