I had problems with the bountyhunter sometimes charging 0 gold from me when I had clearly bounty on my head. I found out this happens only to me in Falkreath.
So I looked into the scripts and found a typo. It did fix my problem, I hope it will do the same for you. This is for the german version of the game but should work with other languages,

I do not know if it will fix in mid-gameplay, I did test it with the bandit start from the "Alternat Start mod Life another Life"
