*If you'd like to gain it honestly and make Toriel proud then you can purchase it from Taarie or Endarie at Radiant Raiment in Solitude.
If you'd like to take it by brute force and tear down Toriel's hopes and dreams then it can be found on injured Imperial Soldiers or Stormcloaks in their respective camps.
It's also worn by Dremora Messengers and Esbern.
