Integrates some of the dragon shout effects into balanced master-level spells that you can buy at the college of Winterhold.

Verzus' Dragon Spells
Adds 7 new master-level spells that have the effect of one of the dragon shouts. Their effects, damage, and costs have been balanced such that they are certainly some of the most powerful spells in the game but aren't completely unbalanced. Now, you don't have to wait arduous cooldown time for dragon shout effects. (Also buffed the disarm shout to actually be useful)
New Spells
Alteration
Phase: Becomes ethereal for 9 seconds.
Conjuration
Phantom Wind: Fires a purple projectile. Enemies killed by the projectile are reanimated as a permanent thrall for you.
Destruction
Meteor: Launches a fire projectile that explodes in a massive radius (100 ft), enemies hit loses health for 10 seconds.
Glaciate: Fires an icy whirlwind that freezes enemies hit in ice for 30 seconds.
Purge: Shoots an chain lightning that disarms enemies hit.
Illusion
Warp Time: Slows time for 9 seconds.
Restoration
Nova: Launches a projectile that explodes on impact, knocking enemies aside with unrelenting
force.
