Sanyon the exiled Thalmor Agent, and his son Falcoril can be found at the Falkreath Talos shrine among many dead Talos worspippers. Sanyon is Followed by his son Falcoril and isn't marked as protected or essential (because he sucks and no one likes him) but if he dies you can take all his staves.
