Allows you to move at normal speed while using the Slow Time shout

--INSTRUCTIONS--
For this mod to work you must open the console and type: help "no magic slowdown", press the button 'PgUp' or 'Page Up' until you see its id and then type: 'player.addperk ID'. After that you will be able to move at normal speed while using the Slow Time shout.
Should be compatible with any mods that slow time and don't modify the player's magic slowdown.
