Thalmor now have more immersive style weapons at low player level

This mod removes Nordic style steel weapons from the Thalmor level lists & replaces them with Elven steel:
All with unique textures & Steel stats.
Added Bow mesh to make it compatible with Bow replacer mods
Uses texture sets so is compatible with better shape weapons
