I just so happened to start a cannibal play through around thanksgiving time, and immediately noticed how annoying it is to get asked to feast on a corpse every single time I wanted to search a body.  This motivated me to do some digging, and as it turns out, the feast action option will appear so long as the player does not have the spell "Namira's Blessing." 

Think about it. 

When you equip Namira's ring, do you suddenly find listed in your spell page a spell called Namira's Blessing?  No.  So, given that all the other conditions are true (being the player targeting a dead npc with Namira's Ring equipped that hasn't already been eaten), you will ALWAYS get the feed option because you will NEVER get the spell the ability is looking for in it's condition check (unless you use console commands).  The spell exists only as a placeholder for the health regen effect you get after eating a corpse.  I changed the condition check to look for the health regeneration magic effect that you get when you feed, which is the same effect you would get if you cast Namira's Blessing on yourself.  The end result is that once you feed, the feed action prompt wont appear again until the health regen effect wears out.  This solves the main problem with the ring, getting prompt spammed when trying to loot a lot of dead bodies in a short amount of time.  I would consider this a bug fix since Bethesda obviously took the time to add the check for having the spell in the first place, it simply isn't checking for the right thing.
