Changed the speed of arrows and bolts to about 4 times their original speed in order to match what a real life arrow would be like.

Makes everything coming out of bows and crossbows closer to the real life speed.
It affects all arrows and bolts on the base game, Dragonborn and Dawnguard DLC's.
This also applies to enemies making archers something else to fight.
Recommended:
On the [Combat] session of the skyrim.ini add:
f1PArrowTiltUpAngle=0.0
f3PArrowTiltUpAngle=0.0
f1PBoltTiltUpAngle=0.0
So the arrows go where you aim them.
The damage on the arrows remains unchanged.
