This is a text file that you can run to gain all of the perks at their highest levels.

How to use:
Step 1: Put perkget.txt it in your Skyrim directory (E.g, Steam/Steamapps/Common/Elder Scrolls V - Skyrim)
Step 2: open up the console (~)
Step 3: type: bat perkget
Step 4: Play!
I spent 2 hours building this text file, I wish I could go back and list all of the perks, their bonuses, and their ID's, but that would take another hour.
All you need to know is that it adds ALL perks.

***ANOTHER WAY TO GAIN PERKS***
Download CAPS
1.) Place both skillget.txt and reset.txt files in Skyrim root folder. (Has TESV.exe in it)
2.) Run the game
3.) When you're in-game, open up the console
4.) Type: [bat skillget] (No brackets)
5.) Press enter, then press the up-arrow key to bring [bat skillget] into the console again, then press enter once again.
6.) Do this until you're satisfied.
6a.) If you're still not satisfied, and you can't increase skills anymore, type: [bat reset] (No brackets) then press up-arrow key twice to bring up [bat skillget] again.
