If you're experiencing the rainbow triangle error (mine was on Solitude and Dawnstar guards) (I'll link a pic so you know what I mean), save yourself hours of researching and check that the mod is for the correct version of your game. I had this mod installed for SE instead of the SE version.
Additional tip for when you're testing your mods to find the culprit - make sure you reload the area so the textures (or lack thereof) load as well. I ended up testing my mod list three times because I didn't reload the area and couldn't work out why the textures loaded on one save vs none on the other.
Definitely *not* the mod or modders fault. Completely user error. Commenting this here in case others run across this issue.

SPECIAL EDITION VERSION HERE
I noticed how great the cloaks look with that addition in the screenshot showing the hold guard cloaks, with the character wearing nordic armor.
For some reason the guards in Riften has no helmets on so they all look bald?

Could you make a separate ESP for imperial cloaks? like, add te simple red cloak for them?
why is no chance that NPC doesn't use cloaks?
every leveled list has 100% chances to have cloaks.
