It might be possible to define each town as its own weather space (the same way they did the Oblivion weather in TESIV, or Sovngarde in Skyrim) and have them use a separate sky texture. It's something that will have to wait until the construction kit is released, however.
Just an idea for this Mod, which I endorse 150%, this is probably my favorite mod produced thus far.
But just about how we view stars and whatnot, being in a major city in game, you would probably see your low density star field, whereas if you are out in the wilderness you would see a higher density star field.
