I had a hard time finding mods that added more soul gems as loot. This mod will give about a 50/50 chance of soul gems being added to corpse or chest loot, and increase the number of gems given. The screenshots should give you an idea of what to expect.

Also, so you don't get overwhelmed by so many lower level soul gems, I would recommend Equivalent Soul Gems by Bloodeater.
