A simple replacement for restoration/healing spell's idle audio.  Anyone who's used Restoration spells often will recognise that repeating idle sound with the high pitch peaks, and if you're like me, it drives you mental.

This removes the idle sound, making it completely silent, without removing the draw/sheathe audio with it.

The idea was taken from other mods here on Nexus, but it irritated me that they removed the sheathe/draw sound with them.  Rather than replace the sound file with a blank .wav, this replacement is an edited version of the original that has the idle portion silenced and a fade-out applied to the draw portion.

Reuse it, include it, edit it, share it, re-upload it, whatever, I don't care.  Doesn't bother me.  I just hate that damn "TING-TING" noise and want it gone.  XD
