Well my reasoning behing bringing Jandar Eilra into it, is pretty much a way to bring an actual account of the Dawn Era of the elder scrolls universe into the game.
The lore of the dawn era is considered canonical. Though ask 2 people about it, they'll give 2 different versions. That's personal canon, what a person chooses to accept as canon and what a person chooses to ignore. (I choose to ignore ESO for instance)
So its like 20% fanfic and 80% canonical lore about the dawn era. The first few pages pave the way for how an account of the dawn era came into the elder scrolls timeline and universe.
Dawn Era pre-dates the dwemer, as a lot of dwemer secrets were lost at the time Skyrim takes place, so to was the accounts of the dawn era. This book fixes that by bringing an account of it into the game.
As for Jandar Eilra, I meant he/she could be replaced by anyone. Even the "Unknown" guy that keeps writing books in Elder Scrolls games.
