Do you remember the  Phantom Bandits, after they slaughter the Jarl of Riften's scouting party
Now they are ready to take the Skyrim Forts.
This will create war both exterior and interior Forts.

I recommend to bring an army of follower to eliminate them.
If you defeat them they will respawn within 10 days just dont visit the place within 10 days.

I create this mod to test the stronger version of Immersive Patrols by Scrabbulor that I edit for my personal use.    
My plan is I would only use this for my personal use but maybe other's would like it so I upload it.

Updates: v1.01 Add 3 more Phantom Bandits to each forts
                       Change starting level to 100
                       Remove Torch to dual wielders to equip 2nd weapon during night
                       Decrease arrow to 100 for archers and give them ebony daggers

Installation: Use NMM or manually install by drag and drop to Data Folder
