Just extract the .jslot file to this path:
Local Disk (C:)/Program Files (x86)/Steam/steamapps/common/skyrim/Data/SKSE/Plugins/CharGen/Presets
Using the Preset
Fire up the game and press the ~ (tilde) key in-game and type "showracemenu" without the quotes. After that, once you have the character creator up just go to the presets section and load Cecilia.
