   Will this cause bugs in any quest or is it completely safe to use?

      Completely Safe don't worry.
      
      If someone dies that you need simply click on the character and type "resurrect".

   How does this differ from Killable Legates and Stormcloak Leaders, or Kill Them Generals?

      I guess you could say this one is more straight to the point and simple than those other mods. I made this for myself a while back then uploaded it, I encountered no problems.
