Yes, this is a tutorial on how to make an ACTUAL custom race. I found this while I was digging around my folders (don't ask). This was prepared before Fallout 4 came out, so some of the methods seem a bit old, but even if you follow the guide step-by-step, you'll still get a working race at the end of it all.
