Alucard's power is restrained by a series of seals presumably made by Hellsing (known as the Control Art Restriction System). Alucard can release the
seals up to Level 1. It is a spell power, its sole purpose is to DESTROY. 
If you're like me and enjoy mods that will give you the option to Kill Any NPC...Well...it'll do just that...to the point where they wont be recognized.
