  Are the enemies leveled with the players?
   
  
  Yes. And the "Melee Boss" will always worn leveled equipment.
   
  How are the enemies spawned?
   
  
  They will be spawned in front of you, but far away, you will see them come in your direction. They won't fight anyone before they have found you. There is no predefined spawn location, it is always relative to the player position in the map.
  
  
  Can I customize or add new enemies?
  
  You can edit in "enemy-encounter-wellsantos.esp" the NPCs and change their "Template Data - ActorBase". Here is relation of what NPC is what you see in the game:
