Changes all starting skills to zero instead of 15 - Racial skill bonuses start higher.
Change file extension to esp, copy to your Skyrim data folder & activate as normal.
File was to small to be worth putting in an archive (1 Kb or under)
Found instructions on a forum page somewhere detailing how to make it - Made it, tested it, works as expected -
Thought someone else might find it useful.
There are others here on the nexus who have uploaded similar files the difference is mine no does not change anything aside for base skill level.
