This small patch created through TES5Edit adds perks to the NPCs from Helgen Reborn and adds some to the few unique monster of said mod. This is by no means a balance patch as nothing else has been touched, but the NPC's should now be able to fight better. I haven't tested it through the entire mod yet, so use at your own risk.
Note I am a noob when it comes to modding, but I could find no other patch that tried to balance Helgen Reborn towards Requiem.
Since it has not been tested throughly I will call this a beta-patch.
Loadorder should be just after Requiem and the Legendary Patch. Helgen Reborn should be much higher above Requiem.
Note this is for Requiem 1.9.3
Addendum:
To make the persuade check in the prison you need the Persuasion perk which doesn't exist in Requiem.
You can add it with the console:
Type: help Persuasion - to get the perk ID
Then type: player.addperk perkID
You can later use the command player.removeperk to clear it again.
