The zip file contains text files to unlock all perks, or individual perk trees or specializations (magic perks, combat perks, stealth perks). Extract whatever ones you want into your skyrim installation directory (the folder with the TESV.exe in it).
While ingame, type:
bat [filename]
replace '[filename]' with the name of textfile you want to use. For example:
bat unlockonehanded
will unlock all perks for the one-handed perk tree.
