Not having the oblivion.esm enabled won't actually make it not load. What that line means is basically that it can be opened in the Creation Kit and modified without loading Skyrim.esm first. There are only a few mods that can do that. It's not really special, it's just that most mods modify the esm in some way shape or form, and thus require it as a master. SkyUI, for instance, has no masters, just like this mod.
Normal Items are Cheaper, so with this Mod they are Very Cheap. It seems to be any form of Magical or Enchanted Item or Clothing or Weapon or Armor or Spell Tome that is Insanely Expensive. With the Mod, they are already Cheaper.
Example:
A Regular Item was 200 Gold, now they are 50 to 10 Gold.
Magical Items were like 3000 to 8000 Gold, now they are 1000 or 500 Gold.

it seems that all my oblivion mods are just as simple as they can run in game without oblivion.esm turned on
