The "Black Mesa" is a part of one of the author's other mods - the Gray Cowl of Nocturnal. If you want to find it, then play that mod

Black Mesa is a tavern / shop of some kind in the middle of the town (I think it was called "Ben Erai"?) in the Hammerfell Desert area. I think the shopkeeper is also called Gordon Freeman.
Nine years on the Nexus and Zero endorsements given. This is the most ungrateful guy I've ever seen.

I signed up years ago but don't spent any time on the forums or site itself (not sure why I signed up nearly 10 years ago in the first place) hence the lack of posts or endorsements. I would hazard a guess that most people are in the same boat.
Anyway, I apologise about the wording of my gripe when I mentioned the mod before, it wasn't meant to sound as harsh as it seems to have came across as.
As promised, I have updated my patch in order to follow "The notice Board SE" updates :
- Forwarding of USLEEP edits (3.0.7) - Merging of original simple fix and Dragonborn patch (so original Dragonborn patch is not needed anymore) - Exclusion of new location to avoid sealed-by-quest location (same as SE). - Changing version number to follow SE (1.4 is current version, so this one is 2.4).
I would love to know the answer to this as well. Had an EC quest in Halted Stream Camp, stealthily killed off all the other bandits and was expecting to be able to trigger some dialogue with the target. But, even though I snuck up on him, stood up quickly and clicked "E" to talk before he drew his weapon, no dialogue came up and he just turned hostile. Thought paralysis spell might work, leading him to Whiterun in fits and starts, but he wouldn't exit the cave. And he was too strong for a calm spell.Oh well, failed the quest but there's one less escaped criminal in the world
As an aside, a while back I got a "rescue citizen" quest and was supposed to rescue someone from Renegade's Ridge (a location in the Beyond Reach mod). But next time I looked, the quest marker pointed to a random spot near a Forsworn camp in Haalfinger, even though the text still referred to Renegades Ridge. Sure enough, the citizen was there. Kinda strange.
the only way to do it is to get the criminal to low enough health then they'll surrender. The problem im having atm is that ive returned them to the hold's prisons and recieved a quest to kill them :/ I went back to the prison as thats where the quest marker shows, but the target isnt there
Rescue citizen & Escaped criminal are broken, you need to install my patch to fix these problem (see sticky). It fixes Rescue citizen quest and removes Escaped criminal.
I will publish an update ASAP to follow SSE version's changes but you can use as is for the moment whitout problem and update it later.
How do you finish escaped criminal quests? My pc almost ohko the target with my main weapons so I had to use a fork to get the bandit to low health. Then the bandit jumps to full hp, quest updates, then the bandit proceeds to hit me again... Am I doing something wrong?
Please read the previous comments and the sticky post, search for the patch. My suggest is to kill the chief or use the command console (check download section for PDF). Anyway, install the patch.
Can anyone tell me if the notice board in windhelm has been removed? Last time I used this mod it was present, although awkwardly placed behind the Candlehearth Hall signpost, this time round however I can't find it at all. I have installed the simple fix for NB patch, dragonborn patch and open cities. I have Expabded towns and cities mod installed, didn't see any patch was needed and only seems to be missing in windhelm so far
Thanks for getting back to me, I can only assume that ETaC is somehow the culprit as last time round I was using the bigger bolder project from steam to improve cities,though ETaC doesn't seem to have changed anything I've noticed in Windhelm, so it's difficult to say what the issue really is. But since I've only noticed this in Windhelm so far, I think I can live with it. Out of curiosity, can you tell me where the notice board should be exactly? Just in case I'm being really dumb and blind lol
It can't be ETaC as that doesn't change anything in the major cities, only the smaller towns and villages. Solitude, Whiterun, Windhelm, Markarth, and Riften are not touched (except for an outside-the-city market for Whiterun) by ETaC.
Sorry, I forgot to answer you, the notice board is on the front of Candlehearth when you come from main entrance of Windhelm, just between the two doors, next the sign and the fire pit.

Why does Nexus Mod manager show the main file as a .esp when it's a .esm?
