Adjusts perk descriptions to be in line with SPERG's 'Hardcore' mode and nerfs a few other perks that I thought were overpowered. Fixes novice sneak perk.

Permissions and credits
This mod changes perk descriptions to their 'Hardcore' effects and nerfs a few other perks, for use with SPERG's Hardcore mode. There are a few instances where I wasn't certain how the perk worked, so I replaced x% chance with 'a small chance' or something similarly vague. If you know the specifics, be sure to let me know. For now, vague info is better than incorrect info.

Perks changed by this mod:

Spectral Warding: For every 70 points of armor rating gained from worn armor, you also gain 2% magic resistance. (Max 16%.)
- Previously granted 40% magic resistance.

Flowing Current: Shock spells deal 20% more damage. All spells cost 10% less to cast.
- Previously granted 20% cost reduction to all spells on Hardcore mode.

Frost Aura: Increases armor rating by 10%. Nearby enemies suffer 40% weakness to frost and 10% reduced movement speed.
- Previously granted 20% armor rating on Hardcore mode and advertised a 20% frost resistance that the perk didn't grant at-all.

Summoner: Doubles the range of all summon spells and the duration of all conjuration spells. Friendly summoned creatures gain 20% damage resistance when near you.
- Previously gave the player +50 Health.

Efficiency Expert: Your magic skills increase the duration of spells in each school by up to double. Each rank in a school reduces the cost of spells in that school by 5%.
- Previously gave -10% cost per rank.

Master Debater: Your shouts prevent nearby enemies from shouting for a short time.
- Previously advertised +50 Magicka, although the perk never gave +50 Magicka to the player.

Extra Pockets: Carrying capacity and stamina are increased by 50.
- Previously gave +100 carrying capacity.

Dedication (Adept Destruction): Fire spells deal 20% more fire damage, frost spells deal twice as much stamina damage and shock spells deal twice as much magicka damage.
- Previously gave +10% more fire damage and had a vague description.

Ancestral Awakening: Removed.
- Reason: This perk doesn't belong as part of a lightweight, compatible perk overhaul like SPERG because it will always distribute vanilla racial passives and abilities, even when you're using a mod like Disparity, Imperious, Racism, That's Racist, SkyRe_Races, etc.

- Bash Locks: Now correctly requires Lockpicking instead of Pickpocket skill.

Other Changes:

Fixed Novice Sneak perk.

Fixed Bound Bow draw / sheathe sounds.

Optional Elys Uncapper Ini. Reduces stamina on level up to 10, carry weight gain to 15 with a point into stamina and 5 with a point into health, reduces experience gain at higher levels and for skills I thought leveled too quickly.
