Apparently I am not the first one to have this idea! A "mrjentipede" beat me to it over a year ago, and while I did search for other mods similar to Bobbleheads, somehow I missed it.
Our approaches are very different, though: he modified the underlying skeleton meshes. I'm only modifying the in-game characters via scripts, which gives me more flexibility (variable head sizes, MCM config, etc) and avoids some compatibility issues. I think my approach is better but then, I would, wouldn't I?
Regardless, you should check out Big Head Mode to see the first time giant heads were seen in Skyrim. My apologies, mrjentipede, for inadvertently borrowing your idea... AND MAKING IT EVEN MORE AWESOME!
What it does
Now you too can have a big, fat head, and invite all your friends, pets, thralls, summoned horrors, enemies, and more to join you! This mod
will give everyone a BIG, FAT HEAD! You can use the MCM to choose how ridiculously over (or under!) sized the heads are, and whose heads exactly get targeted. Any heads resized where you can see them will be accompanied by humorous sound effects, because who doesn't love humorous sound effects?
No, seriously, that's all it does. You want hidden features, go try Baked Beans of Skyrim.
How it does
It uses the NetImmerse interface to scale up the head node of every actor it can find. It uses conditions to exclude those you want to exclude. It uses a Quest with lots of finely tuned conditions, so there's no danger of triggering the brawl bug or anything dumb like that.
Should be safe to uninstall at any point, all scripts are self-limiting. For maximum safety use the MCM to disable the mod first, save, then uninstall.
Why it does
Well, it was an idea I had for this year's April Fools day, but I didn't get a chance to do it in March. So here it is now.

Whence it does
It does need SKSE, preferably 1.7.0 or higher, though I don't think it actually uses any features specific to the 1.7 line. You should just keep SKSE up to date, because if you don't, you might die. And that would be sad, we'd all miss you!
Whither it does
This is probably it, barring a bugfix or something. Originally I'd planned to have decapitated heads fly around like deflating balloons, too, but it actually is a lot harder than it sounds, so I don't think I'll be implementing that.

Seriously, I've been doing nothing BUT working on Familiar Faces in every spare moment I have. The new version is awesome, and it's not far off, but I had to take a break and do something fun before I went completely stark raving bonkers. After the events of last weekend, I've been feeling a little slap-happy anyway.
