This is the Daedric Sword of Talos, used by Tiber Septim himself, in his conquest to Unite Tamriel. This sword has an enchantment on it to cause extra damage to Elves.
It will be found in the Daedric Smithing tab, with the perk of Elven Smithing.
To Forge :
You must be at The Skyforge
and must have :
2 Briarhearts
3 Leather strips
4 Bone meal
To Upgrade, you need to have the Glass Smithing perk.
