I hate to be the first bringer of bad news, but this didn't work for me.
Could that be due to the fact that I had already accepted other quests in the Windhelm Hold area when I installed the mod?
I currently have Boethiah's Calling and The White Phial active as major quests, plus a couple minor in the area. Also, Sam Guevenne has appeared at the inn in Windhelm (although I have not talked to him), could that be a factor?
It finally worked! I've been trying to fix this quest for a couple days now and this mod finally fixed it. After I reloaded the cells it instantly worked! Kudos to you, wiseman and thanks a lot for saving me from more headaches.
Worked instantly, I was amazed. I can't put into words how good it feels to finally get that quest out of the way, after checking on her (Shahvee) nearly every day when I went to my home in Windhelm. Thank you very much for crafting this simple, but beautifully effective mod.

That is interesting. I've run into this issue once, but never figured out why. I won't be needing this mod now since I've already completed it in this playthrough, but it's new-found knowledge, and I thank you for making this simple mod!
@SkyrimFantom & LABTECH, Thanks, but I doubt this'll be going in the USKP, since it's not technically a bug with the quest. It's just the way the story manager works. Apparently quests under the same leaf node can't share any aliases, and if any do then the one lower down the list gets stopped until the higher one completes.
Consequently while this mod's active and making Shahvee's dialogue appear, the dialogue for whatever quest that was conflicting won't appear until you finish Shahvee's quest. All this mod does is make Shahvee's quest the higher priority for resolving conflicts, and is only usefull for people who want to do Shahvee's quest without doing the others first.
If you just do the other quests first her dialogue will eventually show up on it's own. It is also perfectly possible for the story manager to choose a location for Shahvee's quest that isn't used by any others, and then it starts normally on it's own from the beginning. (Happened to me several times when testing this mod.)
So as said in the short description, you do not need this mod. It's mostly just a convenience. It's also a proof of what causes the quest-not-starting behavior that Shahvee and some other NPCs have. I've seen all kinds of wild theories and suggestions for how to get such quests started, but as far as I can tell I'm the first to find the real cause.
I have never heard of this quest and I have played this game many time's over so thank you, Bethesda are notorious for there bug's and I suspect now you have pointed it out that it will somehow find it's way into the unofficial Skyrim patch, another that is worth your time looking at is the cutting room floor mod that adds back in some dropped content that had been left in the game source but then taken out or unfinished by Bethesda when they released the game. http://www.nexusmods.com/skyrim/mods/47327/?
