I tried using each of this mod's ESPs both individually and together, and none of the combinations solved the missing 1st person arms problem. Perhaps that was because I was also using body files created via CBBE Bodyslide v2 renamed to the corresponding RS Children names. Don't know for sure since I didn't want to revert back to the standard/included body.
Then I noticed that there wasn't a '1stpersonbody_1.nif' file to complement the existing '1stpersonbody_0.nif' file. So, I made a copy of the _0 file and gave it the _1 name, tried it and my character suddenly had arms attched to the hands in 1st person view without using either of this mod's ESPs. Hope this helps others having the same problem.

Download and install Enhanced Camera, and change the INI settings for it to show experimental third person arms.
Boom! You're done.
