This mod makes it so the "Vampire Drain" spell is affected by Destruction School perks to cost half magicka. Level 1 and 2 versions of Vampire Drain need the Novice Destruction perk, while level 3 and 4 need Apprentice.
The second thing it does is make it so the Vampire Power that will revive a minion to fight for you, is now held in your hands instead of in your shout slot.
To install simply put it in your Skyrim/Data folder
