Just an overhaul/buff since I feel a weapon is too weak on Legendary.

1st staff does 100 damage per hit, 2nd staff does 200 damage per hit, 3rd staff does 300 damage per hit. I love using Staff of Miraak and it feels like the magic is too weak for the Legendary mode. No charge usage since the charge is set to 99999 and the usage is set to 0.
