I haven't seen anything the same as this so here are a bunch of batch files that give you level 100 in each Skill and all Perks in that Skill tree. The difference is there is one file per Skill so if you want to shortcut some while working on others you can.
To install: Extract the file and then copy and paste the documents into your Skyrim\Data folder. Then in game simply type the following:
bat <skill name><br><br>Enjoy.</skill>
