You can find him in the Bannered Mare where he'll be selling his spells (the ones from Oblivion) No weapons from Oblivion included. M'raaj-Dar is marked as essential, so don't worry if you shot his face, he'll forgive you

And a random piece of armor or a random weapon (you won't get the Wabbajack cuz that's not happening)

Known Bugs

1.M'raaj-Dar is suposed to be orange, but his head is white
2.M'raaj-Dar will always have his fists up unless you somehow make him your follower.What you should do next is very obvious.
