Simple patch for Climates Of Tamriel that lowers the volume of thunder intended to be from nearby lightning strikes to a more reasonable level. Does not touch distant thunder sounds or any other sounds.

Intended to be used by those of you who found the original thunderstorms to be quite obnoxiously loud.
