The three tomes that teach you the clumsiness power can be found:

`On the counter in Arcadia's Cauldron in Whiterun.
`On top of a barrel behind Jorrvaskr
`In the Mistveil Keep Court Wizard's quarters.


Depending on your relationship with Arcadia, the tome located in her shop may be marked as stolen.
